Between a Rock and a Hard Place

When a clinic or service provider has both an ATTENDANCE POLICY and a DON'T-BRING-YOUR-SICK-CHILD POLICY, which gets the higher priority?

Apparently, the service provider (clinic) believes the attendance policy does. We've been discharged from occupational therapy due to absences because of illness.

The policies put all of us, families and services providers, between a rock and a hard place.
